
MSSC President
Maurice L. Duggins, MD is a board-certified family medicine physician, practicing in Wichita. He attended medical school at the University of Kansas School of Medicine, graduating in 1993. Afterwards he completed a residency in Family Medicine at Via Christi St. Joseph Medical Center in 1996. Dr. Duggins currently practices at Ascension Medical Group Via Christi St Joseph Family Medicine. He served as the HealthCore Medical Director 1998-2002; Via Christi Medical Staff President 2009-2010; 2021 ICT Healthcare Hero Award Recipient, as well as many other leadership positions within the community throughout the years.
Outside the office: Dr. Duggins is celebrating 30 years of marriage to his wife, Gwen. They have 3 grown children that complete their family. He enjoys many things but especially the traveling they get to do.

MSSC Executive Director
Phillip Brownlee became the MSSC executive director in May 2017. He worked for 21 years at The Wichita Eagle, including 16 years as editorial page editor. During his tenure at The Eagle, Phillip and the editorial board won numerous journalism awards, including the Kansas Public Health Association service award. Phillip also worked previously as a certified public accountant in Dallas and as public information director. He earned a bachelor’s degree in accounting and business administration from Sterling College and a master’s degree in journalism from the University of Kansas.
